Default San Diego County Sheriffs Election

I sent an email to Jim Duffy one of the candidates who has garnered a lot of LEO Association endorsements. I specifically asked about 2A and CCW issues.
Here is his response. I bolded the part about good cause. I don't know if he is sincere or if there is hidden meaning "Good Cause" If any of you are familiar with him and his stance I would like to hear it.

"Second amendment position is pretty clear. California Penal code section 12050 allows the sheriff to issue a permit so that a person may carry a concealed and loaded firearm. I will do that. The law requires four elements I must find in order to issue a permit. You must be of good moral character and we'll determine that through a background check. Second, I must find there is good cause, and I will accept personal protection as sufficient reason. Thirdly, you must complete a training program in the safe use and lawful use of a firearm and demonstrate proficiency with its use. Lastly, you must live or work in San Diego County.

My deputies...law enforcement in general, cannot be everywhere to protect you at all times. I agree with you. If you meet the above four criteria required under California law, I'll do my part in issuing a permit. Look Michael, the reality is its not the law abiding citizen who wants to a gun to protect themselves, its the damn gang members you first mention. In my 27 years in law enforcement, as real cop here in San Diego County and not with some federal agency, my first hand experience is that the crooks don't care about permits or training and safety. I see properly trained and permited law abiding citizens as an asset to us doing our job in keeping you safe."
