Why the windows down? I would bring driver side down 10" or passenger side after he came up that side. I wouldn't want to invite any more prelimnary "search" than is allowed. I've seen LEO's lean in and look all around open windows fishing for cause. And #1 on the slow down, it gives you more reaction time to ALL the bad drivers out there. - I missed one today.
