Citrus Heights A City
I know that Citrus Heights, after becoming a city in 1997. The voters approved the measure to incorporate the City on November 5, 1996, effective January 1, 1997.
The city had NO police office for several years and deferred all policing to the sheriffs' office in Sacramento county. They now have a police department. When it was put into operation, I do not know.
