Early in my IT career, back in the mid 60's, I worked for a service bureau who just so happened to process all the property tax records (it was public information) for most of the counties in New Jersey. Back then, the data was kept on reels on mag tape.
One of my jobs was to write an entire mailing & donation system for the Republican party, using the property tax files. For years, the Republicans mailed out everything under the sun while the Democrats whined about it and wondered how & where the Republicans were getting their info.
When they finally found out about it, they tried to sue my company & the Republicans. The judge ordered us to make a raw list available to the DEMs but the DEMs wanted us to run our programs for them too. The judge denied that b/c the Republicans had actually paid us to develop the system for them and it belonged to them. It was one of the first intellectual property decisions for computer software in the country.
The owner of the service bureau was Webster Todd, former state Republican Chairman & the architect who built Rockefeller Center in NYC. He was also the father of former NJ Governor & Bush Cabinet member Christine Todd Whitman.
