That implies a data entry error. It would not be from the registrar of voters files unless the same error appears on your sample ballot from the May 19 election.
Having been in the business of aggregating donor lists as well as prospective donor lists I will tell you that the most typical process is to purchase one or more lists from a brokers, merge them together eliminating duplicates and mailing them. If I were working on her campaign, I would be looking for lists of people identified as pro-law and order. That crosses nicely with pro 2a. So GOA and GOC lists, lists from magazines that have conservative subscriber bases. Older voters would also be an appropriate target.
