Two thoughts:
One - The Registrar is breaking the law because voter registration records are a public record thus available for inspection or purchase by anyone.
Two - that same information is available from multiple commercial sources. I'm sure that as soon as you filed your papers, the flow of e-mail and ads started pitching these types of services...
