Not exactly.

1. It certainly is good that they're not willing to tell people where a person won't carry. Just the knowledge, however, that a person has a restricted CCW would permit a BG to make a pretty reliable estimate of where/when those circumstances were. No question -- not telling is a good thing.

2. You know. It says so clearly on your CCW. No secret there.

The astonishing part is the (hardly) tacit admission that by placing restrictions on your CCW, the OCSD is placing you at increased risk.
