Speaking of this change by the DOJ, nobody, and I mean no data processing organization, government or private industry, makes changes to operational applications without billing
someone for their effort. All work must be accountable to a cost center.
It might be interesting to find out from DOJ, just who got the bill for the changes requested by "Hutch". My guess would be that the DOJ billed Orange County or the OCSD.
