I think it was Nevada or Arizona that was upset about a similar issue. Their residents were getting non-res CCW's from another state but couldn't get one from their own state. Their law didn't differentiate between residents and non-residents carrying on an out-of-state CCW. Now it does. Residents can now only carry on the state CCW... everyone else is fine to carry on a recognized CCW.
