Actually, they sort of can remove the President... but it takes BOTH houses of Congress and a 2/3 majority vote of the Senate but the process could only start in cases of: treason, bribery, or other high crimes and misdemeanors... If the President doesn't do any of those things... or has enough political support, he won't get removed from office. Remember Bill Clinton? He LIED under oath. He WAS impeached. He just wasn't convicted and therefore wasn't removed from office. He likely was protected by the fact that there wasn't a supermajority in the Senate, and in any event, the vote never did reach the required 2/3 to convict...
